The United Nations Convention on the Law of the Sea known as the Montego Bay Convention provides that navigation on the high seas is exercised by units flying the flag of a state. In Italy pleasure craft are not required to carry a flag; sailing in the waters of other countries, however, it is necessary to comply with local laws. Many European countries have begun to require that units in transit be registered and consequently fly a flag.
In this regard, it must be specified that there is no obligation for the nationality of the owner/s to coincide with the country of registration of the unit.
